GOMOR Filed Locally in Afghanistan

A loss of property resulted in the issuance of a GOMOR for an O-3 Executive Officer deployed to Afghanistan. The XO engaged Stockdale Army Law, which made the argument, in the rebuttal, that it was organizational systemic failures, not the officer's negligence, which resulted in the losses. The reprimanding official, a Major General, agreed. The GOMOR was filed locally in Afghanistan and not in the officer's OMPF.
