ABCMR Grants Special Selection Board After HRC Denial

The ABCMR granted a Special Selection Board for a First Lieutenant after Army Human Resources Command (HRC) denied his request. The officer had a reprimand wrongfully filed in his performance fiche. The reprimand should have been filed in the officer’s restricted fiche, where it would not have been seen or considered by the Promotion Selection Board, but HRC denied the officer’s request for a Special Selection Board. The ABCMR stated: “HRC failed to properly file the GOMOR in the restricted file. The regulation is clear that, with the exception of awards and decorations, records from a member’s enlisted status are not to be released to an officer promotion board.” The ABCMR granted “full relief.” The officer’s records will be submitted to a duly-constituted Special Selection Board for reconsideration for promotion to captain under the criteria of the FY 2011 Captain Promotion Board. If selected, he will be promoted to captain, assigned the appropriate date of rank, and paid any back pay and allowances due.
