FTNGD National Guard Officer Retained and Promoted

An Full-Time National Guard Duty (FTNGD) officer expected immediate promotion to Captain. She had the DA promotion memo in hand. Instead she was being discharged. The State contended she was not educationally qualified. Stockdale Army Law distilled the chaos down into a few simple bullets, and then drove those bullets home: she was selected; she has her degree; retain her; promote her.
