3-Star Reprimand for Colonel Filed Locally

A 3,000 page 15-6 investigation resulted in a 3-Star General Officer Memorandum of Reprimand (GOMOR) for a mobilized Colonel. If filed in the OMPF, it would fatally damage promotion to Brigadier General. Stockdale developed preemptive memoranda for the Department of the Army Inspector General (DAIG) and The Judge Advocate General of the Army (TJAG). The reprimanding General, a DA Staff Officer, realized the investigation was significantly biased. He filed the GOMOR locally and not in the officer's OMPF.
